Community Center Feasibility Study

The Village of Hartland is conducting a feasibility study to determine if there’s a need and support for a community center building. This resident-driven approach will take place over the course of the next 8 - 12 months, and your input on your household’s recreation needs is essential to ensure the Village makes the right decision. Public meetings, a statistically valid survey and market research are some of the methods we will use to define what our community’s recreation needs will look like

With that being said, in the next month, a select group of residents will be receiving a survey. These households are encouraged to fill it out and return it so we are sure to get a valid read on the community’s needs. If you do not receive a survey, you are welcome to fill one out at the Village Hall, however, it will not be a part of final survey report.

Additional public meetings will be held, and we want you to be a part of the process! Your interests cannot be represented if we don't hear them, so please consider attending.

Here are some facts about the project:

Four years ago the Village began gathering public input to determine if a feasibility study was necessary with a post card survey in the June 2007 edition of the Village newsletter. From there focus groups were created to see if indeed, it was worth the hiring of professionals to conduct a professional and more accurate study of the entire Village in a scientific, objective manner by an outside firm.

The Park and Recreation Board create a Request For Proposals to do the study to make sure the Village makes good decisions; what a center might look like according to the needs of the community and at the end of the study, is there a need to build, or are the needs being met. The fee to conduct the Feasibility Study will be approximately $55,000 which will cost the average household in Hartland (based on the average home value of $320,000) approximately $15.00.

The kick off meeting took place February 16th with a public input meeting. Another meeting to cover the same information was also held March 30th. This week (week of April 4th) a statistically valid survey is being sent out to 1,500 – 1,800 residents and Leisure Vision, a nationally recognized surveying firm and also a component of the professional services that have been contracted, will conduct the survey. They guarantee a statistically valid return, approximately 300 surveys, for a 95% confidence interval (any confusion or questions on the validity of those numbers can be directed to Sasha Snapp, Director of Recreation). Additional surveys are available to be filled out at the Village Hall for further review, however, will not be included in the statistically valid results. The report on the results of the survey will take place at the May 23rd Village Board meeting.

Most important to note: This is a study to determine if there is a need for additional recreation services/space and what that space might look like based on the survey results, in depth market research and if the community would support such a building. The state of the economy and local budgets will be a significant deciding factor as to whether to build even if that is the conclusion that is drawn out of the study. There will be opportunities for the community to voice its opinions before any building is constructed, either for or against it. Right now, we are merely engaging in a study to better understand what such a center might look like, where it would be located and what would be its financial implications of such a project.

VILLAGE OF HARTLAND REC/COMMUNITY EDUCATION
REFUND POLICY

A full refund will be offered for any program cancelled by with Hartland Recreation Department within 2-3 weeks.  No refunds will be issued when refund is $5.00 or less.

No refunds or credits will be issued after the start of the class/program because the decision to maintain classes is based on first day class enrollment.  Participants assume the risk of changes in personal affairs, health, or vacation when they are unable to participate in trips or classes.  Activities missed for absence are not “made-up” nor may participants attend activities other than the one for which they are registered.  Fees will be forfeited.

Program credit or refund (less 20% administrative fee) will be given for any program provided Hartland Recreation Department program is given written notification of your cancellation at least one week prior to the start of the program. 

We reserve the right to cancel or combine any program, event or trip due to insufficient registration or for other reasons preventing a quality activity.  Trip registrations are NON-REFUNDABLE.

NEED TRANSPORTATION?

Lake Country Cares Cab Ride Hours: 8:30 a.m. – 5:00 p.m. Monday – Friday Lake Country Care Cab makes rides available to ambulatory seniors and disabled seniors in the Hartland, Delafield, Nashotah, Merton and parts of Oconomowoc and Pewaukee areas. The rider fee for one way is $3.50 with a card from the Waukesha Department of Senior Services. Without the card, the fee is $8.00. To obtain a card, an application must be completed by calling the Waukesha Department of Senior Services at 262-695-2670. Lake Country Care Cab: 262-695-2670. Appointment must be made at least one day prior to date of ride. Door to door service provided by a courteous driver in a four-door sedan.
